During the working trip to the Astrakhan Region, the Director of the National Guard Troops Federal Service of the Russian Federation - Commander-in-Chief of the National Guard Troops of the Russian Federation, Army General Viktor Zolotov, took part in a solemn event dedicated to the commissioning of a new administrative building of the Directorate of the Rosguard in the Astrakhan Region.
The head of the Rosguard, together with the governor of the Astrakhan Region Igor Babushkin, the head of the regional Directorate of the Russian National Guard, Police Colonel Andrey Kuka, and the heads of regional structures of the interacting agencies, cut a symbolic red ribbon, congratulated the personnel of the territorial body of the Rosguard on the opening of new office premises. The guests of honor visited the offices and other facilities of the administrative complex.
Addressing the participants of the event, Army General Viktor Zolotov noted that the power and strength of Russia largely determines the state of its regions. A significant contribution to strengthening the defense and increasing the economic independence of our country is making the Astrakhan Region, which has significant agricultural and industrial potential, combined with unique natural resources and a special geographical position.
“Undoubtedly, the most important condition for the effective implementation of economic development programs is the commensurate strengthening of regional law enforcement and security forces, increasing their functionality and combat readiness,” the head of the Rosguard emphasized.
The Commander-in-Chief of the Law Enforcement Forces noted that, taking into account the regional specifics, one of the most urgent tasks is the fight against illegal extraction of biological resources. Only last year, according to the results of inspections, almost 90 tons of poached biological resources were seized from illegal circulation.
Army General Viktor Zolotov clarified that the effectiveness of the activities of Law Enforcement Troops is inextricably related to the implementation of measures to strengthen their material base and improve service conditions. The head of the Rosguard noted that over the past five years, more than six hundred facilities have been built and repaired to accommodate units of the territorial bodies of the Russian National Guard.
The Director of the Rosguard emphasized that the new building of the Astrakhan Directorate would not only solve the accumulated problems of accommodating the personnel of units, but also significantly improve the quality of public in the field of arms trafficking and private security activities, as well as in solving other issues related to the competencies of the National Guard.
The participants of the event inspected the new office space of the licensing and permitting unit of the Russian National Guard, where, using modern technologies, citizens are provided with state services on the circulation of weapons.
Army General Viktor Zolotov drew attention to the fact that at the present stage, the Rosguard is also implementing a set of measures to modernize and upgrade the departmental vehicle fleet.
“We are handing over eleven new official vehicles to the regional administration, which will be placed at the disposal of private security units and tomorrow will take over the service of law enforcement and the protection of objects,” said Army General Viktor Zolotov.
Since the creation of the Directorate of the National Guard Troops Federal Service of the Russian Federation for the Astrakhan Region, more than 21 000 alarm signals have been received from protected objects on the control panel of the extra-departmental security section. As a result, more than 3.7 thousand citizens were detained, who encroached on the property of citizens and organizations.
During the visit, the Director of the Rosguard was also shown the coherence of the actions of the law enforcement forces and representatives of the interacting agencies to curb the illegal extraction of aquatic biological resources and smuggling in the Astrakhan region.
In the water area of the river, a joint interdepartmental exercise was held. During the event various options were worked out to counter organized groups engaged in poaching. The exercise involved aviation and water transport of the Russian National Guard, as well as employees of the Special Forces units of the Rosguard, who demonstrated their skills in performing tasks on water, under water and in the air.
Addressing the participants of the special tactical exercises, Army General Viktor Zolotov noted that, taking into account the specifics of the region, one of the most urgent tasks is the fight against illegal extraction of biological resources. To a large extent, the increase in the functionality and combat readiness of law enforcement forces is facilitated by ongoing exercises and training, which allow working out actions in extreme conditions to automaticity.
The Commander-in-Chief of the Law Enforcement Forces emphasized that today, within the framework of interdepartmental exercises, well-coordinated work and a high level of readiness to suppress illegal fishing on the territory of Volzhsk -Caspian basin have been demonstrated.
At the end of the exercise, a solemn formation took place, during which the Director of the Rosguard and the governor of the Astrakhan region thanked the personnel for their professionalism in carrying out the assigned tasks. The servicemen and employees, including participants in the special military operation, were awarded state and departmental awards, as well as letters of thanks.
At the end of the visit, Army General Viktor Zolotov thanked the regional authorities for their active participation in resolving issues of logistics for the troops. And he expressed his gratitude to the governor of the Astrakhan region Igor Babushkin for his help and support in the implementation of the initiatives of the Rosguard.
